The Federal Election Commission (FEC) closely regulates all contributions to the PAC and distributions of PAC funds to congressional candidates. Some of the FEC regulations make it difficult for the O&P PAC to talk to its membership about the PAC and solicit contributions. In fact, all trade associations such as AOPA have to a use two-step process when raising funds for their PACs.
